No. Article processing charges or publishing fees are the costs demanded by publishing companies to publish an article in their journal, there are usually additional fees to allow an article to be published as open access (free to read).
The SA Health Library Service does not have any 'Read and Publish' agreements with any journals or publishing companies to enable free or reduced costs to publish.
To locate any free to publish journals, try searching in Scimargo for diamond open access journals, or in the Directory of Open Access Journals
